While Charizard could use Dig (or Fly), Blastoise can also be taught Dig.

So what would actually unfold.

1) Charizard uses Dig
2) Blastoise uses Dig
3) Charizard's Dig misses because Blastoise is underground
4) Blastoise's Dig will hit Charizard

Then either one of two things happen:
Scenario 1:
5) Charizard uses a non-dig/fly move
6) Blastoise uses a water move and Charizard is KOed since it's Super Effective
Scenario 2:
5) Charizard uses Dig/Fly
6) Blastoise uses Dig
Same as above


Alternatively:
If generation II onwards.
Blastoise can be taught Earthquake which now deals double damage against targets underground with dig.

Or at least, I believe that is how it would work out.

charizard = dig + seizmic toss to bring blastoise into the ground however blastoise can use his jets to stop his fall and shoot charizard as he's flying away

blastoise = WIN
