 No, he is talking about about the one that shoots up and is only one generation late from the free love movement, so uses the space outs of drugs to satisfy her needs. The music blasting all night is just the Rated G version to distract you.

 A little off topic, but the 98% is indeed a lie. People just say that so they sound more unique when they say they are a part of 2%. Its not even close to that.
