It would be made so that you cannot register new accounts for it. Highscores and xp on RS3 would not be affected by what you do on RS2. Kind of like Runescape classic.

Ofcourse, RWT might still be a problem and alot of people would play rs2. But thats not the point. You cannot RWT on RS3 and that is what matters. Since you cannot register new accounts and you would need to be a member to access it. You could slowly ban the RWT'rs and they could never return.

This is just a short suggestion. I'm going to edit it and put it in full detail when I have the time.
