Soul wars or just start ranging slayer tasks if you have plenty of time, the exp rate doing chins is hard to beat even if its a little costly

Slayer. Use broad bolts and rune crossbow + Slayer helmet :P
If you like to afk, use iron/steel knives at spiders in security...that's how I got 99 :P

How do I keep the spiders aggressive?

Use the inner room, then the outer room. After they lose their aggression, go up a floor and down again, rinse and repeat ##
