I've recently decided that I'd like to get above 2k total level/ complete all diaries.
Since I already have fremmy elite done, I figured Varrock would be the most useful next. The free 250k from battlestaves makes buyable skills seem less scary in the long run. Another reason I justified this diary first is that several elite diaries require 90ish smithing. Therefore, the skills I'll need to get are:
Cooking: 85/91 | Currently 91
Herblore: 75/85 | Currently 85
Fletching: 71/81 | Currently 81
Smithing: 75/84 | Currently 84
After this, I decided I'd go ahead and work on the Lumbridge & Draynor diary. This was justified since It's another diary that has a high smithing requirement (88) since I had to get 89 for Varrock the only other hard task I have left for this diary would be the quest cape. I'm currently 228 QP and only need to complete 16 quests. The benefits from this Diary will help greatly with slayer; giving 2 additional task blocks and the ability to high alch with the ring. The skills I'll be needing to finish this are fairly quick with the quest cape being the most time-consuming.

I should also probably mention that all while doing these skills I'll be making money on my alt. I plan on doing this via gargoyles. It's at least 500k an hour and fairly afk with the slayer unlock that auto smashes them.
Also, know that this isn't something that's going to I'm going grind as efficient as possible. It's just how I'm going to be spending my time in the game. I find that if I have goals in the game it's a lot more fun to play!
