An idiot got scammed, didn't have JAG installed then cried to jagex.
Rollbacks will be paid in future, aprox 20$ and a good set of evidence is needed to get your right.
i think you're reading too much into the fact that the mod said "currently", pretty sure he just said that to cover his back in case Jagex change their policy and roll back scammed accounts.
The Rollback Box is a rare item which allows players to manually roll-back their account to any time period of their choice from the account's creation. All of the player's levels will be restored and items returned exactly as they were, and the box will disintegrate after one use. The box can only be obtained after purchasing at least $75 USD worth of spins for the Squeal of Fortune, and referring at least 15 friends through the Refer-a-Friend program.

Just did a google search -- couldn't find anything like that.
I personally believe you read and took the word "currently" into wrong context.

If they can figure out a way to make a few extra millions off of us, they will roll back for a price.
It seems the care meter is only set to their bank accounts benefit these days.
I've sorta lost some respect for the original guys that came up with the game for letting the game have gambling for real money.

Unfortunately that's what happens when you sell-out to American investors and hit the main-stream market of business within games.
