I think he meant that he capped citadel this week and can't get the extra xp rates.
They will be there for the rest of the month though :)

About my RuneScape Account and History: I started playing Runescape in around 2008 on a different account which i gave away (regrettably). My new account is called I CE Y, which i made earlier this year; i have no idea where the name idea came from :D. I enjoy playing RS3 and i'm currently training my combat and skills so that i can once again do PvM. When i created my account i went straight for 99 farming just due to the fact i never had that cape before. I got the cape before having 10 days played on my a-log xD.
