i think you're reading too much into the fact that the mod said "currently", pretty sure he just said that to cover his back in case Jagex change their policy and roll back scammed accounts.

well i just looked at the cost of switching server and it appears to be free?? I also saw this article: http://www.vg247.com/2012/08/17/guild-wars-2-to-allow-free-server-transfers-during-launch-period/
Then I read the FAQ and it said
