If you can afford a BGS then I'm sure you'll have no problem with the gear.
Your next step is to download mIRC, which can be found here:

Go down to IRC Basics and you should be able to get on. If you have any questions, feel free to ask.

It would be easier just to click the chat tab above, or if thats not working go here:
http://qwebirc.swiftirc.net/
and make #wg_lobby the channel name.

Dicing/flowering is allowed atm because it's part of free trade. It's basically trust trading. However that means it's open to people getting scammed. They banned the use of actual dice but people use irc bots + flowers instead.
Stokenut wasn't banned for this he was banned for selling gold.
