Because of an apparent issue Jagex was having with Citadels -- they have reset everyones caps to 0. (Woo double the amount of sum/craft xp this week )

I can see how it's attempting to deter clan-hoppers but ya If someone genuinely doesn't enjoy their clan and would like to join elsewhere; that could definitely hinder our recruitment.

Lol. A Citadel is like a fortress, or a castle. Each clan can have one, as long as they give resources to maintain the upkeep, and those resources can also help to upgrade it. You can give resources every week, but only for a certain limit. The exp from it is kind of good, if your fealty rank is 3. You can also gain bonus exp from it in certain skills, if you give a certain amount of resources.
