Can double cap at the citadel this week!

Because of an apparent issue Jagex was having with Citadels -- they have reset everyones caps to 0. (Woo double the amount of sum/craft xp this week :D)

I can see how it's attempting to deter clan-hoppers but ya :( If someone genuinely doesn't enjoy their clan and would like to join elsewhere; that could definitely hinder our recruitment.
