Lol. A Citadel is like a fortress, or a castle. Each clan can have one, as long as they give resources to maintain the upkeep, and those resources can also help to upgrade it. You can give resources every week, but only for a certain limit. The exp from it is kind of good, if your fealty rank is 3. You can also gain bonus exp from it in certain skills, if you give a certain amount of resources. :)
