Is it a temporary ban or permanent does he lose the account?

Losing the account without any previous rules breaked would be a bit harsh..

Everyone deserves a second chance imo and certainly as he has put a lot of work in his acc..

nah dude it's a perm ban. Rank 10 will be well aware of the consequences of RWT. He doesn't deserve a second chance. The work put in is not relevant. Jagex give the same punishment for RWT regardless of level.
