Here's the case, most of the time it is better off to mark all rs emails as spam. The reason for this is if Rs messages you with important information, it will most likely end up in the email center on the website. Any other information that RS sends you will mostly be top new's that you can find as soon as you open Runescape's Main page. Personally, any rs email i've already read, i've seen the news maybe a day before hand.
