i think you're reading too much into the fact that the mod said "currently", pretty sure he just said that to cover his back in case Jagex change their policy and roll back scammed accounts.

It seems the care meter is only set to their bank accounts benefit these days.
I've sorta lost some respect for the original guys that came up with the game for letting the game have gambling for real money.

Unfortunately that's what happens when you sell-out to American investors and hit the main-stream market of business within games.
