Just did a google search -- couldn't find anything like that.
I personally believe you read and took the word "currently" into wrong context.

If they can figure out a way to make a few extra millions off of us, they will roll back for a price.
It seems the care meter is only set to their bank accounts benefit these days.
I've sorta lost some respect for the original guys that came up with the game for letting the game have gambling for real money.
