Personally I think it would be nice to see them added to treasure trails as a very rare chance, similar to third age.

I read a topic that they were still trying to figure out how to implement them into runescape... whether it be a extremely once in a life time monster drop, or same rareity but for clue scrolls...
and maybe other methods undisclosed as of yet.

That's the part that really makes me curious, I'm hoping for a good influx of it in coming days and then it just stops altogether. I'd like to get my hands on one of 'em whilst I'm on so much... :D

I personally dont mind if they were dropped like they were dropped the first time;

Randomly spawned trough runescape.

It makes equal chances to anyone, any level.
