Soon in a few months, not just yet
But they did say something about if the population is decent, they will leave it at same rate, but if the population is ok/not that good, then they will add an extra 5 dollars(13 US dollars) to the regular membership fee.

Nope Vio, you have to pay for both. Im not trying to defend jagex or anything but you guys can't deny the fact that they actually need additional funds to cover the cost for the new dedicated 07 server and airconditional fees for the server room. Bth i dont mind paying em a little more as im grateful that they acutally brought 07 server, can't complaint more.

I think if anything they will include osrs with eoc membership but we might have a raise in that cost eventually by $2. 
That way they get money from everyone and not just one game.
They are in this to make money after all.
Honestly they would be a bit crazy to kill off the clan world again.
