PS+ isn't required for Netflix and other apps only for online multiplayer (except for F2P titles). Also it works across all your devices and offers new games for free every month that are yours as long as you have PS+. Oh and it's also cheaper than Xbox live.

I would go for PS4 definitely.
Better graphic, connectivity, more game exclusives of far superior quality. Plus the remote control/playing with PSVita.
